RTR is closely involved in evaluating the Navy’s next generation of aircraft and weapon systems platforms using the Aviation Maintenance Model (AMM) and the Predictive Analytics Model (PAM). Our primary customer is NAVAIR Force Warfare Analysis Division.  We provide M&S and subject matter expertise in support of their Mission to evaluate and quantify the effectiveness of naval aviation technologies, systems, and capabilities in the operational battlespace.  Our experience directly supports this mission by providing readiness MS&A expertise that is leveraged to support all levels of warfare analysis.

Notable Navy Projects:

CH-53E and CH-53K Program Support (Current)

The CH-53E helicopter is designed to move supplies and material from amphibious ships to Marine units deployed in a combat zone. The CH-53E and MH-53E have been in the fleet since 1981 and are nearing the end of their predicted service life; the CH-53K is under development and is not expected to be introduced to the fleet until 2021. Fielding of the CH-53K will take place over several years and the CH-53E and MH-53E must continue operations during that time. This combination of circumstances and requirements has resulted in PMA-261’s need for the analytic capabilities envisioned by the Predictive Analytics Model (PAM). The PAM development project is expected to provide an analytic platform that forecasts fleet-level readiness and logistics support requirements. The PMA-261 Fleet Common Operating Environment (FCOE) Team is responsible for managing the PAM development and has tasked Naval Air Systems Command (NAVAIR) 4.0M with technical responsibilities for development of the model. The PAM will be applied to explore various alternative Courses of Action (CoA) that may be proposed to address identified readiness or support shortfalls. The PAM outputs and supporting analysis will inform management’s understanding of the relative future costs and benefits of competing Courses of Action (CoAs) to the H-53 fleet.

PAM is a web based stochastic simulation that will provide up to a ten-year forecast of the Marine Corps’ CH-53E fleet and the Navy’s MH-53E fleet airframe availability state and readiness. This is also being used to determine the impact of projected reliability improvements, support packages, and maintenance policies on mission success. 

V-22 Program Support

The V-22 Tiltrotor Aircraft is the only tiltrotor aircraft in production/flight status in the world. Its revolutionary design is unique to the United States Marine Corps (MV-22) and the United States Air Force Special Operation Command (CV-22). NAMSUM/AMM was used to evaluate systems and policies that enhance mission success. 

P-8A Program

The P-8A Poseidon Aircraft is a multi-role aircraft primarily designed to replace the P-3 Orion in ASW and ASUW missions while also adding the capability of performing a variety of new missions.  The AMM has been adapted not only to help support the planning for its employment and support in its mature posture but also to aid in the overall program’s collection and organization of data as this very new platform proceeds through initial development.

Verification, Validation, and Accreditation Support

The Naval Synchronization Toolkit (ABACUS)

RTR Technologies is playing a key role in supplying subject matter expertise in verification, validation, and accreditation (VV&A) in accordance with Navy and Department of Defense (DOD) directives. RTR has developed an accreditation strategy and VV&A guidelines.  ABACUS is a man-in-the-loop decision aid that helps users decide the future disposition of various Naval Aviation Enterprise (NAE) assets, from Carrier Air Wings (CVW) to aviation squadrons and finally down to the individual F/A-18 A-F and EA-18G aircraft. In support of the Naval Air Systems Command’s (NAVAIR) Mission Engineering and Analysis Department (AIR-4.0M, RTR performed verification and validation (V&V) of ABACUS in support its planned accreditation.
