Randy Rippin – President

Mr. Rippin has over 40 years experience in managing divisions and teams in Operations Research, Computer and Information systems, Software Engineering and Simulation Modeling and Analysis. His career began in 1973 when serving in the U.S. Army he was introduced to Computer Systems Operation and Software Programming.  After honorable discharge in 1976 he transitioned his skills to banking operations in the data processing division then from there took his first job for a DoD focused engineering support contractor as a programmer in support of Army and Navy programs.  In the 80s he transitioned to a position as a lead operations research analyst in support of NAVAIR readiness analysis eventually assuming the position of Director of Operations Research. Randy was instrumental in capturing the very first work in support of then Immigration and Naturalization Service (INS) now Department of Homeland Security (DHS), a principle customer of RTR to this day. 

Randy has over 20 years experience leading a technology business, having formed and participated as COO and principle managing partner in Regal Decision Systems from 1997 to 2003 and now as president/partner for RTR Technologies since its inception in 2003.

Randy still provides MS&A support to Navy NAVAIR customers responsible for maintaining aircraft readiness across the fleet. Mr. Rippin provides SME in MS&A, border operations and NAVAIR readiness analysis for our customers and is responsible for strategic planning, business development, and promoting and maintaining internal and external communications and management for RTR. 

Reed Rippin - Chief Operating Officer

Mr. Rippin has worked 30 years in the operations research field and has spent the last 20 years as a part-owner of two small operations research business ventures.

Today, Reed is the Program Manager and lead analyst for all tasks under the Department of Homeland Security (DHS). He retains his PMP as he manages multiple technical teams whose mission is to provide expert knowledge of existing simulation modeling and operations research tools for use in analyzing the effects of DHS policies on current and planned site facilities. As COO, he also helps manage a number of Department of Defense contracts.

Over his career, Reed has developed and applied discrete-event simulation models to analyze business process improvement, workflow management, and readiness and logistics supportability. Since 1991, he has worked closely with the legacy Immigration and Naturalization Service (INS) and US Customs Service (USCS), and since 2003 Customs and Border Protection (CBP) within DHS a subject matter expert on port of entry operations.

In addition, Mr. Rippin manages a team of analysts performing assessments of newly deployed technologies at CBP land, air, and sea ports-of-entry to measure the impact on operations. Prior to his work with the CBP and DHS, Mr. Rippin was involved in programming, data collection and analysis, and discrete event simulation modeling to various programs/tasks supporting Army and Navy operations and readiness.
